A demand is addressed to the British Government:

Hand over a million pounds or the East End of London will be destroyed.

In the Thames Estuary, the wreck of the Richard Montgomery still contains thousands of tons of fragmentation bombs in her hold.

How serious is the blackmailer's threat to detonate them?

And who can he be?

Superintendent Bucken is asked to investigate - perhaps on account of his reputation for unorthodox methods.

Or maybe it's for more sinister reasons...
