Should we ban smartphones for youngsters below a certain age?

Nearly a quarter of children spend more than four hours a day on an internet-enabled device.
The UK government's Children's commissioner DAME RACHEL DE SOUZA is calling for "stronger action" to protect children from harmful content online beyond the classroom, and says parents need more support to help them manage their children's smartphone use at home.
