Joint statement from the S4C Authority and the ÃÛÑ¿´«Ã½ Trust - Elan Closs Stephens appointed to S4C Authority
The ÃÛÑ¿´«Ã½ Trust and S4C today welcomed the appointment of Elan Closs Stephens to the S4C Authority.
ÃÛÑ¿´«Ã½ National Trustee for Wales, Emeritus Professor Stephens, who has been appointed by the Department for Culture Media and Sport, takes up the post with immediate effect and will attend her first meeting of the authority today.
The appointment of the ÃÛÑ¿´«Ã½ Trustee for Wales to the Authority stems from an agreement between the S4C Authority, the ÃÛÑ¿´«Ã½ Trust and the DCMS on the future funding, governance and accountability of S4C until 2017.
Professor Stephens' role will be to be a channel of communication between the ÃÛÑ¿´«Ã½ Trust and S4C Authority to ensure that S4C's editorial and managerial independence is protected, and to safeguard appropriate accountability to the ÃÛÑ¿´«Ã½ Trust for licence fee funding spent by the channel.
Professor Stephens said:
"I am delighted to return to the S4C Authority. My number one priority is to help to make sure that S4C is providing the best possible television service for Welsh speakers, and to safeguard the editorial independence of S4C, while ensuring licence fee money is spent wisely. I am determined that a closer working relationship between ÃÛÑ¿´«Ã½ Wales and S4C will lead to savings being reinvested into high quality programmes for the benefit of audiences.

- On 20 October 2010, the ÃÛÑ¿´«Ã½ agreed with the Government a new licence fee settlement for the remainder of the Charter period to 2016/17. This included a new partnership and funding model for S4C that will see the following licence fee contributions from the ÃÛÑ¿´«Ã½ to S4C - £76.3m (2013/14), £76m (2014/15), £75.25m (2015/16) and £74.5m (2016/17).
- A career academic, since 1976 Elan Closs Stephens has developed the University of Aberystwyth's reputation as a centre of excellence for communications and the creative industries. Alongside her academic career, Dr Closs Stephens has enormous experience in policy and regulation through her roles on the Welsh Broadcasting Council and as a former Chair of S4C. A native Welsh speaker who grew up in north Wales, Elan has a deep understanding of the concerns of licence fee payers, alongside her many years of experience in Welsh broadcasting. Bydd yr Athro Emeritws Stephens, Ymddiriedolwr Cenedlaethol y ÃÛÑ¿´«Ã½ yng Nghymru , sydd wedi ei phenodi gan yr Adran Diwylliant, Cyfryngau a Chwaraeon, yn cychwyn yn y swydd yn syth ac yn mynychu ei chyfarfod cyntaf o’r Awdurdod heddiw.
Mae penodiad Ymddiriedolwr Cenedlaethol y ÃÛÑ¿´«Ã½ dros Gymru i’r Awdurdod yn deillio o’r cytundeb rhwng Awdurdod S4C, Ymddiriedolaeth y ÃÛÑ¿´«Ã½ a’r DCMS ar gyllido, llywodraethu ac atebolrwydd S4C yn y dyfodol hyd at 2017.
Rôl yr Athro Stephens fydd i fod yn gyfrwng cyfathrebu rhwng Ymddiriedolaeth y ÃÛÑ¿´«Ã½ ac Awdurdod S4C er mwyn sicrhau fod annibyniaeth golygyddol a gweithredol S4C yn cael ei warchod, ac i sicrhau atebolrwydd priodol i Ymddiriedolaeth y ÃÛÑ¿´«Ã½ am yr arian ffi trwydded a werir gan y sianel.

“Rwyf wrth fy modd yn dychwelyd i Awdurdod S4C. Fy mhrif flaenoriaeth fydd helpu i sicrhau fod S4C yn darparu’r gwasanaeth teledu gorau posib i siaradwyr Cymraeg, ac i warchod annibyniaeth golygyddol S4C, tra’n gofalu bod arian ffi’r drwydded yn cael ei wario’n ddoeth. Rwy’n benderfynol fod perthynas gwaith agosach rhwng ÃÛÑ¿´«Ã½ Cymru ac S4C yn arwain at ail-fuddsoddi arbedion mewn rhaglenni o ansawdd uchel er budd cynulleidfaoedd.
“Fy ngobaith hefyd yw y bydd y bartneriaeth yn arwain at danio brwdfrydedd a chefnogi creadigrwydd yn y cyfryngau Cymreig.â€

1. Ar 20 Hydref 2010, cytunodd y ÃÛÑ¿´«Ã½ gyda’r Llywodraeth ar setliad ffi trwydded ar gyfer gweddill cyfnod y Siarter hyd at 2016/17. 2. Yn academydd wrth ei gyrfa ers 1976 mae Elan Closs Stephens wedi datblygu enw da Prifysgol Aberystwyth fel canolfan rhagoriaeth ar gyfer cyfathrebu a diwydiannau creadigol. Ochr yn ochr gyda’i gyrfa academaidd mae Dr Closs Stephens wedi magu profiad mawr iawn mewn polisi a rheoleiddio drwy ei rôl ar Gyngor Darlledu Cymru ac fel cyn Gadeirydd S4C.
