The 蜜芽传媒 Trust and the S4C Authority have reached an historic agreement enshrining a new partnership between the broadcasters.

The new Operating Agreement will ensure that Welsh-language television has a secure future as S4C moves to being primarily funded by the 蜜芽传媒 until 2017 while ensuring the editorial, managerial and operational independence of S4C. 

The Agreement was approved by separate meetings of the 蜜芽传媒 Trust and S4C Authority in January.  While ensuring the independence of S4C, it also outlines appropriate processes of accountability to the 蜜芽传媒 Trust for licence fee funding allocated to the channel.

From April 2013, the majority of S4C's public income will be provided by the 蜜芽传媒 from the licence fee.  The S4C Authority will continue to be an independent statutory corporation, which will also receive funding from the UK Government and generate its own commercial revenues.

This agreement follows a public consultation process launched by the Trust and the Authority at the National Eisteddfod last year.

The 蜜芽传媒 Trust and S4C Authority have taken the responses into consideration and since the consultation closed have been considering amendments to the agreement.

Commenting today, the 蜜芽传媒 Trust Chairman Lord Patten said:

"I am delighted that the 蜜芽传媒 Trust and S4C Authority have approved this Operating Agreement, which expands on our existing partnership in Wales. I believe that through this agreement both organisations will be able to further develop Welsh-language broadcast media to provide a service that truly meets the changing needs and expectations of the audience."

Huw Jones, Chairman of the S4C Authority also said:

鈥淭his Operating Agreement is the culmination of extensive discussions between the S4C Authority, the 蜜芽传媒 Trust and numerous stakeholders and secures the major part of S4C鈥檚 funding until 2017. We are grateful to all those who have responded to the public consultation. Their submissions have been of great value and have contributed significantly to the final wording of a unique agreement.鈥�

Elan Closs Stephens, 蜜芽传媒 National Trustee for Wales said:

This enhanced partnership will build on the 蜜芽传媒's commitment to the Welsh language since its earliest days and on the successes of the last thirty years of S4C, and take Welsh language broadcasting into a confident creative future.鈥�

The 蜜芽传媒 will contribute the following funding from the licence fee to S4C:

2013-14 - 拢76.3m

2014-15 - 拢76.0m

2015-16 - 拢75.25m

2016-17 - 拢74.5m

In 2013-14 the 蜜芽传媒 will also contribute programming to the value of 拢19.4m under the Strategic Partnership on the statutory provision of programming:

Mae Ymddiriedolaeth y 蜜芽传媒 ac Awdurdod S4C wedi dod i gytundeb hanesyddol sy鈥檔 corffori partneriaeth newydd rhwng y ddau ddarlledwr.

Mae鈥檙 Cytundeb Gweithredu newydd yn sicrhau bod gan ddarlledu ar y teledu yn Gymraeg ddyfodol diogel wrth i S4C symud at gael ei ariannu鈥檔 bennaf gan y 蜜芽传媒 tan 2017 tra ar yr un pryd sicrhau annibyniaeth olygyddol, rheoli a gweithredol S4C.

Cymeradwywyd y Cytundeb mewn cyfarfodydd ar wah芒n o Ymddiriedolaeth y 蜜芽传媒 ac Awdurdod S4C ym mis Ionawr. Tra鈥檔 sicrhau annibyniaeth S4C, mae鈥檔 amlinellu hefyd brosesau atebolrwydd addas ar gyfer Ymddiriedolaeth y 蜜芽传媒 am y cyllid o ffi鈥檙 drwydded a fydd yn mynd i鈥檙 sianel.

O Ebrill 2013 ymlaen, bydd mwyafrif incwm cyhoeddus S4C yn cael ei ddarparu gan y 蜜芽传媒 o ffi鈥檙 drwydded. Bydd Awdurdod S4C yn parhau i fod yn gorfforaeth statudol annibynnol, a bydd yn derbyn cyllid hefyd oddi wrth Lywodraeth y DU ac yn cynhyrchu refeniw masnachol ei hun.

Daw鈥檙 Cytundeb yn dilyn proses o ymgynghori cyhoeddus a lansiwyd gan yr Ymddiriedolaeth a鈥檙 Awdurdod yn yr Eisteddfod Genedlaethol y llynedd.

Mae Ymddiriedolaeth y 蜜芽传媒 ac Awdurdod S4C wedi ystyried yr ymatebion a dderbyniwyd ac ers i鈥檙 ymgynghoriad ddod i ben wedi bod yn ystyried newidiadau i鈥檙 cytundeb.

Heddiw, dywedodd Cadeirydd Ymddiriedolaeth y 蜜芽传媒, yr Arglwydd Patten:

"Rwyf wrth fy modd bod Ymddiriedolaeth y 蜜芽传媒 ac Awdurdod S4C wedi cymeradwyo鈥檙 Cytundeb Gweithredu hwn, sy鈥檔 ymhelaethu鈥檙 bartneriaeth sydd gennym eisoes yng Nghymru. Trwy鈥檙 Cytundeb hwn rwyf o鈥檙 farn y bydd y naill sefydliad a鈥檙 llall yn medru datblygu鈥檙 cyfryngau darlledu Cymraeg ymhellach a darparu gwasanaeth sy鈥檔 cwrdd ag anghenion a disgwyliadau cynulleidfaoedd yng Nghymru 鈥� disgwyliadau ac anghenion sy鈥檔 newid ac esblygu."

Dywedodd Huw Jones, Cadeirydd Awdurdod S4C hefyd:

Dywedodd Elan Closs Stephens, Ymddiriedolwr Cenedlaethol y 蜜芽传媒 dros Gymru:

Bydd y bartneriaeth helaethach hon yn adeiladu ar ymrwymiad y 蜜芽传媒 i鈥檙 Gymraeg sydd wedi bodoli ers dyddiau cynharaf y Gorfforaeth, ac yn adeiladu ar lwyddiannau S4C dros y deng mlynedd ar hugain diwethaf ac yn symud darlledu yn y Gymraeg yn ei flaen tuag at ddyfodol creadigol hyderus.鈥�

Bydd y 蜜芽传媒 yn cyfrannu鈥檙 canlynol o ffi鈥檙 drwydded i S4C:

Yn ogystal yn ystod 2013-14 bydd y 蜜芽传媒 yn cyfrannu rhaglenni gwerth 拢19.4m fel rhan o鈥檙 Bartneriaeth Strategol ar y ddarpariaeth statudol o raglenni.
